Electricity Rescue Mission

  • In 2002, David Butcher led the team from Hydro Tasmania that devised a management contract for the East Timor Power System. Quality of management was the single biggest problem. One donor came to the rescue with short-term assistance.

Electricity Transmission Rehabilitation

  • In 2001, David was the institutional consultant in a study that identified a project for the rehabilitation of the electricity networks and international transmission system of Central Asia. DBA undertook the project with its partner, Fichtner, of Stuttgart, Germany
