Hon. David Butcher
DBA's leading consultant, the Hon. David Butcher, was trained in economics, worked for the public service and two unions: labourers and clerical workers.
He was Minister of Commerce and Energy while an MP for 12 years. David's main ministerial task was ensuring that corporatized and privatized utilities operated competitively, or regulated effectively.
Married with two children and based in Wellington, he is concerned that conventional regulation can lead to a regulatory morass. This has proven correct in New Zealand.
Since 1990, he has worked on relevant assignments in more than 30 countries in Europe, Asia, Africa and the Pacific.
