Public Policy Analysis

  • work on public policy has included agricultural tax reform in China, writing an employment policy for Rwanda, a study of budget entities in Mongolia, Pacific Island nation relations with Europe, petroleum sector reform in Kazakhstan.
  • we have also worked on public sector governance issues such as improving functioning of the Bangladesh Parliament, public administration and budget reform in Mongolia, Bangladesh and for agencies like the UNDP.

Public Ownership

  • while much of our work has entailed improving the function of utilities in public ownership, government enterprises and state enterprises, we recognise that only privatisation can improve the incentives faced by the business organisations in the public sector.
  • we have a strong track record of successful privatisations stemming from the successful New Zealand Programme of the 1980s and work in many developing countries.
