Liberalisation of Electricity Markets in Africa
In 2003, David Butcher was a guest speaker and resource person at a Commonwealth Secretariat organised seminar on electricity reform in Anglophone Africa. The seminar looked at the many ways to improve sector performance by facilitating competition and private investment.
In 2003, David Butcher led a State Enterprise Reform Programme in South Africa, (UK funded). This project identified a number of major problems, many stretching back into the Apartheid era that were hampering the efficiency of state enterprises.
