Rwanda - Telecommunications Regulation
In 2006, DBA reviewed Rwanda's telecommunications policy and regulatory framework. We reported on access to the country's backbone network, provided a diagnostic study to guide policy and compared Rwanda's telecom networks with those of its neighbours.
In 2005, the Asian Development Bank engaged David Butcher to study electricity regulation in the republics of Central Asia, Mongolia and China. This resulted in "Electricity Sectors in CAREC Countries - a diagnostic Review of Regulatory Approaches and Challenges" published by the Asian Development Bank (No. 091305) 2005.
