DBA has gained experience during twenty years of work, in many countries. Some of our more significant assignments in the last few years include:

Rwanda - Telecommunications Regulation

  • In 2006, DBA reviewed Rwanda's telecommunications policy and regulatory framework. We reported on access to the country's backbone network, provided a diagnostic study to guide policy and compared Rwanda's telecom networks with those of its neighbours.

Electricity Sector Regulatory Reform:

  • In 2005, the Asian Development Bank engaged David Butcher to study electricity regulation in the republics of Central Asia, Mongolia and China. This resulted in "Electricity Sectors in CAREC Countries - a diagnostic Review of Regulatory Approaches and Challenges" published by the Asian Development Bank (No. 091305) 2005.
